A special meeting of the Common Council was held at City Hall in the City of Black River Falls on October 19, 2016 at 6:00 P.M.  Alderpersons Gearing-Lancaster, Ross, Colloton Chrest, R. Eddy, Simonis, Olson and Busse were present.  Alderperson Redbird was excused.  Mayor J. Eddy presided.

It was moved by Alderperson Olson, seconded by Alderperson Simonis to dispense with the reading of the minutes of the October 4, 2016 Common Council meeting and approve as presented.  Motion carried.

COMMITTEE REPORTS
It was moved by Alderperson Olson, seconded by Alderperson Simonis to place on file the minutes of the October 6, 2016 Special Utility Commission meeting.  Motion carried.

The Department Head monthly reports were reviewed.  Department heads present were Brad Chown, Tammy Peasley, Todd Gomer, Scot Eisenhauer, Jody Stoker, and Steve Peterson.

It was moved by Alderperson Ross, Seconded by Alderperson Gearing-Lancaster to approve the 2017 EMS Budget as presented.  Motion Carried.

Police Chief Eisenhauer praised Community Service Officers David Johnson and Mike Puffer for the 700+ hours they have contributed and the work they have done including reading to and interacting with elementary students and discovering open doors on downtown businesses.

It was moved by Alderperson Simonis, seconded by Alderperson Olson to approve the Police Department’s request to purchase a 2002 Ford Explorer Sport Truck from Riverside Auto Sales for $5,499.50 to use as a Community Service Officer vehicle.  This purchase will be funded from donations received for the CSO program.   Motion Carried.

City Administrator Chown advised the Council notice was received from the State that estimated General Transportation Aid for 2017 would be reduced by $7,000 and recommended eliminating the proposed $5,000 increase for the Lunda Community Park to offset this reduction in revenues.

It was moved by Alderperson Ross, seconded by Alderperson Gearing-Lancaster to approve the revised 2017 proposed City budget for publication only.  Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Simonis to set November 16, 2016 as the public hearing date for the 2017 City budget.  Motion carried.

It was moved by Alderperson Ross, seconded by Alderperson Olson to establish a $1,000,000 line-of-credit loan with the Jackson County Bank for a term of 1 year at an interest rate of .99% for interim financing for dam repairs.  Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Olson to approve September 2016 vouchers check #61630 -61740 totaling $272,816.14.  Motion carried.

It was moved by Alderperson R. Eddy, seconded by Alderperson Simonis to approve the City Treasurers Report for September 2016.  Motion carried.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Ross to approve the September 2016 Revenue and Expense reports.  Motion carried.
-----------------------------------------------------------------------------------------------------------------------------------------------------Citizen Brady Palmer addressed the Council on concerns he had on various topics and also shared some praises the School Board expressed at their meeting for the work the Police Chief has done since starting with the City.
