The Committee of the Whole met at City Hall in the City of Black River Falls on February 17, 2010 at 6:00 P.M.  Alderpersons Johnson, Mathews, R. Eddy, Rahmlow, Olson, J. Eddy and Gearing-Lancaster were present. Alderperson Onstad was absent.

1. The Department Heads presented their February 2010 monthly reports.
2. It was moved by Alderperson R. Eddy, seconded by Alderperson Olson to accept low bids for Street Department equipment as follows:

Pick-up truck               Gross Motors              $17,643.00

Leaf Collector             ODB                             $16,421.00

Funds are included in the 2010 budget. Motion carried.

1. It was moved by Alderperson Mathews, seconded by Alderperson Rahmlow to set the meal reimbursement when on official business outside the City as follows:

Breakfast                    $  7.00

Lunch                          $11.00

Dinner                         $23.00

Motion carried.

1. It was moved by Alderperson Johnson, seconded by Alderperson Gearing-Lancaster to purchase a Chevrolet Tahoe from Ewald Motors at the State of Wisconsin bid price of $20,763. Motion carried.
2. Dan Gomer requested that the City consider adopting an ordinance regulating the use of mobile telephones while operating a vehicle. He presented a City of Marshfield ordinance which addresses the issue.
3. It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Olson to donate $750 toward the cost of the 2010 Governor’s fishing opener to be held at Lake Arbutus. Many of the related events will be held in and adjacent to the City. Motion carried with Alderpersons Johnson and Rahmlow voting no.
4. It was moved by Alderperson Mathews, seconded by Alderperson Johnson to approve the December 2009 City Treasurer and Revenue and Expense reports. Motion carried.
5. It was moved by Alderperson Rahmlow, seconded by Alderperson Olson to approve the January 2010 vouchers in the amount of $1,153,636.98. Motion carried.
6. It was moved by Alderperson R. Eddy, seconded by Alderperson Olson to approve the January 2010 City Treasurer’s report. Motion carried.
7. It was moved by Alderperson Rahmlow, seconded by Alderperson Olson to approve the January 2010 Revenue and Expense report. Motion carried.
8. It was moved by Alderperson Olson, seconded by Alderperson J. Eddy to approve a special beer license for May 1, 2010 for the Fair Park for the BRF Athletic Boosters Club. Motion carried.
9. It was moved by Alderperson J. Eddy, seconded by Alderperson Rahmlow to adjourn.  Motion carried.
