Special Common Council Minutes of November 20, 2008
City Government

A special meeting of the Common Council was held at City Hall in the City of Black River Falls on November 20, 2008 at 6:00 P.M.  Alderpersons Austin, Onstad, Johnson, Mathews, R. Eddy, Rahmlow and J. Eddy were present.  Alderperson Olson was absent. Mayor Danielson presided.

Mayor Danielson opened the public hearing on the proposed 2009 City of Black River Falls budget.

There was no one in attendance to speak at the public hearing.

It was moved by Alderperson Austin, seconded by Alderperson J. Eddy to close the public hearing as above. Motion carried.

Mayor Danielson reviewed a handout of estimated Fair Park costs and contributions/pledges received to date. Costs exceed contributions/pledges by $434,000. The Mayor stated the various Fair Park Committees have agreed to about $100,000 in cost reductions. Further, the Lunda Charitable Trust has agreed to match future contributions dollar for dollar. The Mayor feels that a county-wide fundraiser will be able to raise at least the $170,000 to be matched by the Lunda Trust to completely fund the project.

92nd Assembly District
92nd Assembly District Report

MADISON…As you may know, I have decided to retire as WI State Representative for the  92nd Assembly District.   It has been an honor serving as your voice in the Assembly for the past 24 years. 

 

Mark Radcliffe will be sworn in January 5th as your new representative in the WI State Assembly.   My congratulations to you, Mark.  I’m sure you will be attentive to the needs of your constituents  over the next two years.

 

My congratulations, as well, to Dan Hellman.  Dan, you ran a good, clean race and I’m sure you’ll continue to be a strong voice in our communities.

 
Common Council Minutes of November 5, 2008
City Government

The regular meeting of the Common Council was held at City Hall in the City of Black River Falls on November 5, 2008 at 7:00 P.M.  Alderpersons Austin, Onstad, Johnson, Mathews, R. Eddy, Rahmlow, Olson and J. Eddy were present. Mayor Danielson presided.

It was moved by Alderperson R. Eddy, seconded by Alderperson J. Eddy to dispense with the reading of the minutes of the October 7, 2008 Council meeting.  Motion carried.

COMMITTEE REPORTS

 

It was moved by Alderperson Austin, seconded by Alderperson Onstad to approve the Public Works Committee report of October 15, 2008. Motion carried.

Committee as a Whole Meeting October 29, 2008
City Government

The Committee as a Whole met at City Hall in the City of Black River Falls on October 29, 2008 at 6:00 P.M.  Alderpersons Austin, Onstad, Johnson, Mathews, R. Eddy, Rahmlow, Olson, and J. Eddy were present. Mayor Ron Danielson presided.

 

1.Library Director Muriel Gunderson reviewed the history of Library funding since Jackson County started contributing approximately 10 years ago. The City has not increased its share of funding since that time. She presented a budget approved by the Library Board requesting additional funding for Library operations. She also presented statistics showing a large increase in Library use and Library services offered during this period. 

 

2. The purpose of this meeting is to set a preliminary City budget to publish and set for public hearing. The current budget calls for a City tax levy of $1,577,214. The State imposed levy limit is $1,574,796 which is $2,418 less. The City must either increase revenues or decrease expenses by at least $2,418 to meet the levy limit.

 
Library Board Minutes September 30 2008
City Government

 

MEMBERS PRESENT – Sandy Kaufman, Char Onstad, Fred Goettl, Karen Thayer, Shirley Sahr, Beth Hilliker, and Muriel Gunderson (director).

 

MEMBERS ABSENT – Connie Gates, Becky Markee

 

The meeting was called to order by Beth Hilliker at 4:00 p.m.

 

Minutes of the July 29, 2008, meeting were read and approved.

 

A motion to modify library hours was approved. The new hours will be as follows:

 

MON – THUR     9:00AM – 7:00PM

FRIDAY              9:00AM – 5:00PM

SATURDAY                 9:00am – 2:00pm

 

The preliminary 2009 budget was presented and discussed.

 

Meeting adjourned at 4:55PM

 
Library Board Minutes July 29 2008
City Government

 

MEMBERS PRESENT:  Sandy Kauffman, Shirley Sahr, Char Onstad, Karen Thayer, Connie Gates, Beth Hilliker, Becky Markee, and Muriel Gunderson (director)

 

MEMBERS ABSENT:  Fred Goettl and Jon Warmke

 

Meeting called to order by Beth at 4:00p.m. in the History Room.  Mary Woods gave a tour of the History Room and its various uses/resources.

 

JUNE SECRETARY’S REPORT and JULY INVOICES:  Motion by Shirley to accept the report/invoice. Second by Karen.  Motion carried.  Report and invoice placed on file as submitted.  (Note:  cost of replacement of air conditioner/compressors was covered by CD funds, as the CDs are intended for).

 

 
Public Safety Committee Minutes of October 15, 2008
City Government

The Public Safety Committee met at City Hall in the City of Black River Falls on October 15, 2008 at 8:00 P.M.  Alderpersons Rahmlow, Austin, Mathews and R. Eddy were present. Alderperson Olson was absent.

 

1. Fire Chief Steve Schreiber advised the Committee that the house at 718 North 8th Street is being used for training for the next month or so and will be burned after that when the weather permits. All permits have been obtained.

 

2.  It was moved by Alderperson R. Eddy, seconded by Alderperson Austin to authorize Chief Schreiber to sell the 1993 Freightliner chassis with the approval of the Mayor and Committee chair in the best interest of the City. Motion carried.  

 
Recreation and Development Committee Minutes of October 15, 2008
City Government

The Recreation and Development Committee of the City of Black River Falls met at City Hall on October 15, 2008 at 7:00 P.M.  Alderpersons Johnson, Mathews, R. Eddy and J. Eddy were present. Alderperson Onstad was absent.

 

  1. Parks and Recreation Director Steve Peterson reviewed maintenance issues at the Aquatic Park. The ball field situation at Lunda Community Park was also discussed. The east field has been set up for 90-foot bases.

 

  1. It was moved by Alderperson Mathews, seconded by Alderperson R. Eddy to authorize Mr. Peterson to attend a Playground Safety and Inspection class at the annual meeting of State Parks and Recreation Association. Funds are available in his 2008 budget. Motion carried.            
  2. The Committee discussed the Commercial Cross-Connection Control inspection which needs to be accomplished by March 31, 2009.
