The Plan Commission met at City Hall in the City of Black River Falls on October 1, 2008 at 6:30 P.M. Commissioners Johnson, Helland, Tamminen, Evenson and Mayor Danielson were present. Commissioners Boisen and Moe were absent.
1. Steve Trujillo spoke on behalf of Nick and Sharon Trujillo to request a Conditional Use Permit for a pre-owned auto business at the southwest corner of Harrison and North Water Streets as published. They presented a layout of the lot with a proposed 20 x 25 office/shop building to be built in the future. The lot would also be paved once the business has become established. There would be an average of 20-30 cars on the lot at any one time.

The Industrial Park Commission met at City Hall on September 26, 2008 at 11:00 A.M. Commissioners Fred Goettl, Ron Roodell, Eric Chrisinger, Norm Stoker and Mayor Danielson were present.
1. Tim Torkelson explained his request for approximately 2 acres of Industrial Park property for his Advanced Management Solutions business. He would build an 8-10,000 square foot building and employ 7 people. The building would be at the northeast corner of Red Iron Road and the proposed rail spur. He also explained his business and the growth he has had since 2004.

A special meeting of the Common Council was held at City Hall in the City of Black River Falls on September 23, 2008 at 6:00 P.M. Alderpersons Austin, Onstad, Mathews, R. Eddy, Rahmlow, Olson and J. Eddy were present. Alderperson Johnson was absent. Mayor Danielson presided.

The City Council has been presented an advisory referendum question by the Citizens Action of Wisconsin Political Action Committee which they request to be referred to a vote of the electors at the November 4, 2008 general election. The question is as follows:
“Shall the next state legislature enact health care reform legislation by December 31, 2009
that guarantees every Wisconsin resident affordable health care coverage as good as what is provided to state legislators?”

The Public Safety Committee met at City Hall in the City of Black River Falls on September 17, 2008 at 8:00 P.M. Alderpersons Rahmlow, Austin, Mathews, R. Eddy and Olson were present.
1. Rick Tumaniec, a State Department of Transportation employee and City resident, expressed concern over the traffic situation at the corner of Main and Eighth Streets in the City. There have been 15 accidents in the last few years, several with injuries. There is a highway improvement project scheduled for 2013 so now would be the time to study the situation and propose any changes. The first step would be to have a vehicle count done. The City will get a quote for the vehicle count and proceed from there.

The Recreation and Development Committee of the City of Black River Falls met at City Hall on September 17, 2008 at 7:00 P.M. Alderpersons Onstad, Mathews, R. Eddy, J. Eddy and Mayor Danielson were present. Alderperson Johnson was absent.
- Parks and Recreation Director Steve Peterson updated the Committee on current activities and status of the Lunda Recreation Center, Aquatic Park and Lunda Community Park.
- Lunda Community Park employee Greg Koehler stated the soccer program is going very well with many people enjoying the park. There has been some restroom vandalism later in the evenings which is being addressed.

The Public Works Committee met at City Hall in the City of Black River Falls on September 17, 2008 at 6:00 P.M. Alderpersons Austin, Rahmlow, Olson, and J. Eddy were present. Alderperson Johnson was absent.
- Street Superintendent Todd Gomer updated the Committee on recent activities in his department. Fall activities include sewer jetting, leaf collection, Fall clean-up and brush chipping.
- Mr. Gomer presented his proposed 2009 budget for the Streets Department.

The regular meeting of the Common Council was held at City Hall in the City of Black River Falls on September 2, 2008 at 7:00 P.M. Alderpersons Austin, Onstad, Johnson, Mathews, R. Eddy, Rahmlow, Olson and J. Eddy were present. Mayor Danielson presided.

It was moved by Alderperson R. Eddy, seconded by Alderperson J. Eddy to dispense with the reading of the minutes of the August 5, 2008 Council meeting. Motion carried.

Mayor Danielson opened the public hearing as required by the Community Development Block Grant (CDBG) program to inform the public about the CDBG grant application requesting funding for street, storm and sanitary sewer and water system improvements on McKinley Street and D&S Drive in the City. The Council was informed that D&S Manufacturing, Inc. is planning an approximate $7 million expansion which will result in the creation of 36 new full-time jobs. D&S Manufacturing, Inc. is cooperating with the City by agreeing to hire low and moderate income eligible employees for a least 51% of the newly created jobs.

CITIZENS IN ATTENDANCE
Miss Black River Falls and her Court introduced themselves and gave an overview of their activities to date and plans for the rest of their reign.

Tim Ament, WPPI Director of Rates, reviewed the projected impact on electrical rates for proposed Municipal Utility capital improvements from 2009-2012. The report is available at either the Municipal Utility office or City Hall.

Resolution 2008-9, A RESOLUTION AUTHORIZING EHLERS & ASSOCIATES, INC. TO SECURE FINANCING FOR A $230,000 STATE TRUST FUND LOAN FOR THE CITY OF BLACK RIVER FALLS, WISCONSIN was distributed.

The Public Safety Committee met at City Hall in the City of Black River Falls on July 16, 2008 at 7:30 P.M. Alderpersons Rahmlow, Austin, Mathews, R. Eddy and Olson were present.
1.Black River Emergency Medical Services Director Brad Chown presented his July 2008 report which is available at City Hall.
2.Dr. Don Delebo, a resident of the City living on the Black River, advised the Council of concerns he has with boat and personal watercraft traffic on the river especially as it relates to eroding the shorelines.
3.After considerable discussion, the Council decided to eliminate the City ordinance pertaining to the Black River so that the DNR enforced State Boating Regulations would be the standard.
4.It was moved by Alderperson Olson, seconded by Alderperson Mathews to post a sign at the boat landing stating the above along with a request that boaters respect the Black River shoreline and waterfowl. Motion carried.
