A special meeting of the Common Council was held at City Hall in the City of Black River Falls on September 23, 2008 at 6:00 P.M. Alderpersons Austin, Onstad, Mathews, R. Eddy, Rahmlow, Olson and J. Eddy were present. Alderperson Johnson was absent. Mayor Danielson presided.

The City Council has been presented an advisory referendum question by the Citizens Action of Wisconsin Political Action Committee which they request to be referred to a vote of the electors at the November 4, 2008 general election. The question is as follows:
“Shall the next state legislature enact health care reform legislation by December 31, 2009
that guarantees every Wisconsin resident affordable health care coverage as good as what is provided to state legislators?”

City Attorney Dan Diehn explained to the Council they could either approve the content of the referendum question or submit it to the electors at the next election as requested. If the Council approves the content it does not get referred to the electors.

Andrew Werthman represented Citizens Action of Wisconsin to explain their request.

It was moved by Alderperson Rahmlow, seconded by Alderperson Olson to approve Resolution 2008-12. Motion carried with Alderpersons R. Eddy and J. Eddy voting no.

RESOLUTION 2008-12
BE IT RESOLVED that an advisory referendum be referred to a vote of the electors in the City of Black River Falls, at the November 4, 2008 election, in the form of the question: “Shall the next state legislature enact health care reform legislation by December 31, 2009 that guarantees every Wisconsin resident affordable health care coverage as good as what is provided to state legislators?”
