The Plan Commission met at City Hall in the City of Black River Falls on January 30, 2008 at 6:30 P.M. Commissioners Johnson, Boisen, Evenson, Bjerke, Tamminen and Moe were present. Mayor Joseph Hunter presided.
1.The notice of public hearing was distributed as the petition for variance in the matter of Lutheran Social Services’ request for a conditional use permit to allow for a multi-family dwelling of 8 units on the property as published.
2.Ted Hakala, Vice President of Lutheran Social Services, presented drawings and a site plan of the proposed 8-unit building. He stated the building would be financed by the U.S. Department of Housing and Urban Development over a 40-year period which would guarantee that only developmentally disabled individuals would be able to live there during that period.
3.Several residents who live in the nearby Cliffton Acres subdivision stated their objection to an 8-unit dwelling being constructed in their area. Another resident questioned the need for this type of housing in the City when other housing is available.
4.It was moved by Commissioner Tamminen, seconded by Commissioner Evenson to grant a conditional use permit to Jeff Hagenbrock/Lutheran Social Services for a multi-family dwelling of 8 units on the property as published with the condition that the property would only be rented to individuals with developmental disabilities. Motion denied with Mayor Hunter and Commissioners Johnson, Boisen, Bjerke and Moe voting no.
5.Mayor Hunter further clarified that the Plan Commission decision was based on the 8-unit building not blending in with the single-family neighborhood nearby.
6.The notice of public hearing was read as the petition for variance in the matter of Jackson County’s request for a conditional use permit to allow a wireless tower to be constructed on the property as published.
7.Sheriff Duane Waldera and County Emergency Management Coordinator John Ross explained the request for a tower of approximately 150' with antennae of approximately 10' mounted on top. They stated the tower is necessary to enable them to communicate consistently with all areas in the County.
8.Local resident Bob Prillwitz questioned the need for the tower and discussed alternatives available to solve the problem using other methods of communication.
9.Several residents in the area expressed their concern over the aesthetics of a tower at this location.
10.It was moved by Commissioner Bjerke, seconded by Commissioner Johnson to adjourn this public hearing to 6:30 PM March 26, 2008 at City Hall to enable more research to be done concerning the alternatives discussed. Motion carried.
11.Mayor Hunter explained proposed Plan Commission Resolution 2008-1, A RESOLUTION OF THE PLAN COMMISSION CALLING FOR A PUBLIC HEARING ON PROPOSED AMENDMENT OF BOUNDARIES AND PROJECT PLAN FOR TAX INCREMENTAL DISTRICT NO. 1 IN THE CITY OF BLACK RIVER FALLS, WISCONSIN. This resolution starts the process of adding the area east of the City’s Industrial Park received from the Town of Brockway with the recent boundary agreement to TIF #1. The proposal also requests that TIF #1 share increment with TIF #2, the “Pines” district.
12.It was moved by Commissioner Evenson, seconded by Commissioner Boisen to approve Plan Commission Resolution 2008-1. Motion carried.
13.It was moved by Commissioner Johnson, seconded by Commissioner Evenson to recommend to the Council that the parcel of property received from the Town of Brockway as above be annexed to the City to enable it to be included in TIF District #1. Motion carried.
14.It was moved by Commissioner Johnson, seconded by Commissioner Bjerke to adjourn. Motion carried.
