Plan Commission Minutes of December 27, 2007 Print E-mail

The Plan Commission met at City Hall in the City of Black River Falls on December 27, 2007 at 6:30 P.M. Commissioners Johnson, Boisen, Bjerke and Tamminen were present. Commissioners Evenson and Moe were absent. Mayor Joseph Hunter presided.

 

1.Mayor Hunter opened the public hearing for the Evangelical Lutheran Church request for a conditional use permit for a parking lot for property they are purchasing directly east of their current parking lot as published. Joe Gaier represented the church to explain their request.

 

2.Gary Onstad, the adjoining property owner to the east, requested a 10’ setback from the west edge of his property line to the paved parking area. He also requested trees or shrubs be planted there to act as a windbreak.

 

3.Mayor Hunter advised the Commission that the property was valued at $92,800.00 with taxes of $1942.00 of which the City would receive about one-third. The property would be tax exempt to the church. The Mayor did not express opposition to the request.

 

4.It was moved by Commissioner Bjerke, seconded by Commissioner Boisen to grant the Evangelical Lutheran Church a conditional use permit to establish a parking lot on the premises as published. The permit is conditioned on a 10’ setback from the east edge of the property to the pavement and some type of planting in the 10’ setback area that is acceptable to the property owner to the east. Motion carried.

 

5. Mayor Hunter opened the public hearing for the Jeff Hagenbrock/Chad Mickelson request for a conditional use permit to construct self-service rental storage units west of Alder Street and north of Black River Auto Sales as published.

 

6.The plan for construction of four separate storage buildings was presented. The owner will start with two buildings in the spring. The stormwater drainage will either be directed to Alder Street or taken care of with a detention pond on the property.

 

7. It was moved by Commissioner Tamminen, seconded by Commissioner Johnson to grant the conditional use permit as above with the condition of the stormwater drainage to Alder Street or on-site detention. Motion carried.

 

8. It was moved by Commissioner Boisen, seconded by Mayor Hunter to adjourn.  Motion carried.
