Plan Commission Minutes of April 23, 2008 Print E-mail

The Plan Commission met at City Hall in the City of Black River Falls on April 23, 2008 at 6:00 P.M.  Commissioners Johnson, Helland, Boisen, Moe and Evenson were present.  Commissioner Tamminen was absent.  Mayor Danielson was absent.

 

1. Commissioner Johnson acted as chairperson in the absence of Mayor Danielson.

 

2. The City Clerk explained that a perspective business was interested in land at the Industrial Park south of Bauer Road.  They have stated that they would front the costs of any improvements including streets, water, sewer and rail siding but would like to be reimbursed for a portion of their costs through a TIF district.  The property they are looking at is not in the current Industrial Park TIF district.

 

3. Resolution 2008-3pc A RESOLUTION OF THE PLAN COMMISSION  CALLING FOR A PUBLIC HEARING ON PROPOSED AMENDMENT OF BOUNDARIES AND PROJECT PLAN FOR TAX INCREMENTAL DISTRICT NO. 1 IN THE CITY OF BLACK RIVER FALLS, WISCONSIN was distributed.

 

 

 

4. It was moved by Commissioner Boisen, seconded by Commissioner Evenson to adopt Resolution 2008-3PC.  Motion carried.

 

RESOLUTION NO.  2008-3PC

 

RESOLUTION OF THE PLAN COMMISSION CALLING FOR A PUBLIC HEARING ON PROPOSED AMENDMENT OF BOUNDARIES AND PROJECT PLAN FOR TAX INCREMENTAL DISTRICT NO. 1 IN THE CITY OF BLACK RIVER FALLS, WISCONSIN

 

WHEREAS, Wisconsin Statutes, Section 66.1105, provides a procedure for the creation and amendment of tax incremental districts;

 

WHEREAS, the Plan Commission is required to conduct a public hearing in accordance with Wisconsin Statutes, Section 66.1105(4), after written notice has been mailed to the chief executive officer of all local government entities having the power to levy taxes on property located within a proposed tax incremental district and to the school board of any school district which includes property located within a proposed tax incremental district and published as a Class 2 notice under Wisconsin Statutes, Chapter 985, prior to recommending the amendment and adoption of a Project Plan.

 

Proposed projects costs may include, but are not limited to: property acquisition for development, property acquisition for conservancy, acquisition of rights-of-way, acquisition of easements, relocation costs, environmental audits and remediation, demolition, site grading, sanitary sewer system improvements, water system improvements, stormwater management system improvements, electric service, gas service, communications infrastructure, street improvements, streetscaping and landscaping, contribution to Community Development Authority, revolving loan/grant program, rail spur, property tax payments to town, cash grants to owners or lessees or developers of land located within the District (development incentives), professional and organizational services, administrative costs, and finance costs.

 

WHEREAS, the Plan Commission proposes to amend the District's boundaries to add additional territory, and to amend the Project Plan to update and/or provide for the undertaking of additional expenditures.

 

NOW, THEREFORE, BE IT RESOLVED that the City Clerk give proper notice of a public hearing on May 14, 2008 at 6:00 p.m. at the Black River Falls City Hall, for the purpose of amending the above described District in and for the City and for the purpose of consideration of proposed project plan for said District.

 

Passed and adopted this 23rd day of April, 2008.

           

5. It was moved by Commissioner Boisen, seconded by Commissioner Helland to adjourn. Motion carried.
