Joint Review Board Minutes of April 9, 2008 Print E-mail

A meeting of the Joint Review Board was held at City Hall on April 9, 2008 at 6:00 P.M. Mayor Hunter and Board members Jeff Amo, Don Mathews, Sally Lister and Eric Chrisinger were present. 

 

1. It was moved by Don Mathews, seconded by Sally Lister to approve the minutes of the April 2, 2008 meeting of the Joint Review Board.  Motion carried.

 

2. Sean Lentz, the City’s financial consultant from Ehlers, reviewed the public record, planning documents and the Plan Commission and Common Council resolutions with the Board.

 

3. Resolution 2008-1 JRB, A RESOLUTION APPROVING THE PROJECT PLAN AND BOUNDARY AMENDMENT OF TAX INCREMENTAL DISTRICT NO.1, CITY OF BLACK RIVER FALLS, WISCONSIN was distributed.

 

Resolution 2008-1 JRB

 

JOINT REVIEW BOARD

 

RESOLUTION APPROVING THE PROJECT PLAN AND BOUNDARY AMENDMENT OF TAX INCREMENTAL DISTRICT NO. 1, CITY OF BLACK RIVER FALLS, WISCONSIN

 

 

             WHEREAS, the City of Black River Falls seeks to amend Tax Incremental District No. 1 (the "District"); and

 

             WHEREAS, Section 66.1105 of the Wisconsin Statutes requires that a Joint Review Board (the "Board") shall convene to review the proposal; and

 

             WHEREAS, the Board consists of one representative chosen by the School District; one representative chosen by the Wisconsin Technical College District System; and one representative chosen by the County, all of whom have the power to levy taxes on property within the District; and one representative chosen by the City, and one public member; and

 

             WHEREAS, the public member and Board's chairperson were selected by a majority vote of the other Board members before the public hearing under Wisconsin Statutes, Section 66.1105 (4)(a) and (e), was held; and

 

             WHEREAS, all Board members were appointed and the first Board meeting held within 14 days after the notice was published under Wisconsin Statutes, Section 66.1105 (4)(a) and (e); and

 

             WHEREAS, the Board has reviewed the public record, planning documents, the resolution adopted by the Plan Commission amending the District boundaries and adopting the Project Plan Amendment, and the resolution passed by the Common Council approving the amendment to the Project Plan and District boundaries, under Wisconsin Statutes, Section 66.1105 (4)(gm);

 

NOW, THEREFORE, BE IT RESOLVED by the Joint Review Board for Tax Incremental District No. 1 of the City of Black River Falls that:

 

1.  The development expected in the District would not occur without the use of tax increment financing and the amendment of the District.

 

2.  The economic benefits of the District, as measured by increased employment, business and personal income and property value, are sufficient to compensate for the cost of the improvements.

 

3.  The benefits of the proposal outweigh the anticipated tax increments to be paid by the owners of property in the overlying taxing districts.

 

BE IT FURTHER RESOLVED that the Board approves the Project Plan and Boundary Amendment of this District, which will also allow for the allocation of positive tax increments with Tax Incremental District No. 2, beginning in 2008, as authorized by Wisconsin State Statutes.

 

4. It was moved by Jeff Amo, seconded by Don Mathews to approve Resolution 2008-1 JRB.  Motion carried.

 

5. It was moved by Eric Chrisinger, seconded by Sally Lister, to disband the Joint Review Board as above.  Motion carried.
