The regular meeting of the Common Council was held at City Hall in the City of Black River Falls on November 5, 2008 at 7:00 P.M. Alderpersons Austin, Onstad, Johnson, Mathews, R. Eddy, Rahmlow, Olson and J. Eddy were present. Mayor Danielson presided.

COMMITTEE REPORTS
It was moved by Alderperson Austin, seconded by Alderperson Onstad to approve the Public Works Committee report of October 15, 2008. Motion carried.

The Public Works Committee met at City Hall in the City of Black River Falls on October 15, 2008 at 6:00 P.M. Alderpersons Austin, Johnson, Rahmlow, and J. Eddy were present. Alderperson Olson was absent.
- Street Superintendent Todd Gomer stated he has discussed missing house numbers on City residences with the other Department Heads, especially Police, Fire and Rescue. The Police Chief will further discuss the matter at the Public Safety meeting. He also requested authority to request bids for a ¾ ton pick-up with trade of a current pick-up and for a 2 ½ yard loader with trade of the 1995 Case loader. Funds are available in the 2009 budget. The bids will be opened on November 14, 2008 at 11:00 A.M. They will have to be firm through December 3, 2008 after the Council meets to confirm the 2009 budget. By moving up the bids the City is trying to beat an upcoming price increase.

The Recreation and Development Committee of the City of Black River Falls met at City Hall on October 15, 2008 at 7:00 P.M. Alderpersons Johnson, Mathews, R. Eddy and J. Eddy were present. Alderperson Onstad was absent.
- Parks and Recreation Director Steve Peterson reviewed maintenance issues at the Aquatic Park. The ball field situation at Lunda Community Park was also discussed. The east field has been set up for 90-foot bases.
- It was moved by Alderperson Mathews, seconded by Alderperson R. Eddy to authorize Mr. Peterson to attend a Playground Safety and Inspection class at the annual meeting of State Parks and Recreation Association. Funds are available in his 2008 budget. Motion carried.
- The Committee discussed the Commercial Cross-Connection Control inspection which needs to be accomplished by March 31, 2009.
- The possibility of a fence at the Skate Park was discussed. A preliminary cost estimate was obtained at $15,815. The project will not be done at this time.
- The Recreation Department is currently offering the following programs:

The Public Safety Committee met at City Hall in the City of Black River Falls on October 15, 2008 at 8:00 P.M. Alderpersons Rahmlow, Austin, Mathews and R. Eddy were present. Alderperson Olson was absent.
1. Fire Chief Steve Schreiber advised the Committee that the house at 718 North 8th Street is being used for training for the next month or so and will be burned after that when the weather permits. All permits have been obtained.
2. It was moved by Alderperson R. Eddy, seconded by Alderperson Austin to authorize Chief Schreiber to sell the 1993 Freightliner chassis with the approval of the Mayor and Committee chair in the best interest of the City. Motion carried.
3. BREMS Division Chief Brad Chown reviewed his October 2008 report.
4. It was moved by Alderperson Mathews, seconded by Alderperson R. Eddy to authorize the purchase of a Stryker Stair Chair at a cost of $2,095.34 from funds saved in the Blood Pressure Monitor / Defibrillator project. The first three ambulances out would then be equipped alike. Motion carried.
5. Police Chief Don Gilberg reviewed his October 2008 monthly report.
6. The City Police Department will be enforcing the house number code effective November 15, 2008. Warnings will be issued prior to that time. The Chronicle and Banner Journal will both run stories advising the public on this matter.

The Finance Committee met at City Hall in the City of Black River Falls on November 5, 2008 at 5:30 P.M. Alderpersons R. Eddy, Austin, Onstad, Rahmlow and Olson were present.
- It was moved by Alderperson Olson, seconded by Alderperson Onstad to convene into closed session for the purpose of negotiating the investing of public funds which is authorized under section 19.85(1)(e) of the Wisconsin Statutes. Motion carried.
- The Committee reconvened into open session at 6:30 P.M.
- It was moved by Alderperson Olson, seconded by Alderperson Rahmlow to recommend to the Council that based on the recommendation of the City’s Business Advisory Group to amend the Residential Subdivision Development Agreement between J&B Haldeman Holdings, LLC and the City of Black River Falls. The amendment requires that in exchange for the entire 2009 payment of $234,807.50 being made by the developer and 100% of the proceeds of any lot sales being turned over to the City during the amendment period, the City will reduce the 2010 payment by one-half. The reduced amount would then be added to the remaining balance and amortized with interest over the remaining life of the agreement. Motion carried.
- It was moved by Alderperson Rahmlow, seconded by Alderperson Olson to approve the October 2008 general fund vouchers in the amount of $394,179.57. Motion carried.
- It was moved by Alderperson Rahmlow, seconded by Alderperson Austin to approve the September 2008 City Treasurer’s report. Motion carried.
- It was moved by Alderperson Rahmlow, seconded by Alderperson Olson to approve the September 2008 revenues report. Motion carried.
- It was moved by Alderperson Onstad, seconded by Alderperson Austin to approve the September 2008 expense report. Motion carried.

NEW BUSINESS
Darren Durman represented the Downtown Association to review the proposed 2009 Business Improvement District (BID) plan including the proposed 2009 budget.

It was moved by Alderperson Austin, seconded by Alderperson Johnson to approve the proposed 2009 BID plan and budget with the understanding that any painting on the bridge over the Black River (street lights and/or railings) be approved by the State Department of Transportation. Motion carried.

Mayor Danielson moved the Administrator appointment and contract approval to the November 20, 2008 Council meeting.

Resolution 2008-14, A RESOLUTION VACATING AND DISCONTINUING CLARK STREET IN THE CITY OF BLACK RIVER FALLS, JACKSON COUNTY, WISCONSIN was introduced. A public hearing will be scheduled for January 6, 2009 at 7:00 P.M. at City Hall.
