The regular meeting of the Common Council was held at City Hall in the City of Black River Falls on December 4, 2007 at 7:00 P.M. Alderpersons Danielson, Olson, Austin, Onstad, Johnson, Mathews, Eddy and Rahmlow were present. Mayor Hunter presided.

It was moved by Alderperson Mathews, seconded by Alderperson Johnson to dispense with the reading of the minutes of the November 6 and 27, 2007 Council meetings. Motion carried.

COMMITTEE REPORTS
It
was moved by Alderperson Eddy, seconded by Alderperson Olson to approve
the Finance Committee report of December 4, 2007. Motion carried.
The Finance Committee met at City Hall in the City of Black River Falls on December 4, 2007 at 6:00 P.M. Alderpersons Eddy, Rahmlow, Danielson, Olson, and Austin were present.

Randy
Molini requested the Class B beer and liquor license formerly held by
Backwaters be issued to his company, MARS Entertainment, LLC. He plans
to establish an Italian style restaurant, Rozario’s Pizza and Pasta, at
that location.

It
was moved by Alderperson Olson, seconded by Alderperson Danielson to
issue a Class B beer and liquor license to Randall Allen Molini/MARS
Entertainment contingent on the surrender of the Backwaters license.
Motion carried.

Joe
Brock, Agent for Rock Valley Holding Company, Inc. requested they be
issued a Class B beer and liquor license for their property at N6695
Riverview Drive (formerly the Pines).

was moved by Alderperson Austin, seconded by Alderperson Olson to issue
a Class B beer and liquor license to Rock Valley Holding Company, Inc.
The City is already in possession of the current license for that
location. Motion carried.

Representatives
of Skyline Golf Course requested the City borrow approximately $125,000
on their behalf to install a new heating/cooling system for the
clubhouse. They would reimburse the City for the payments over 15
years.

was moved by Alderperson Danielson, seconded by Alderperson Austin to
borrow on behalf of the Skyline Golf Course as above. Motion carried.

It
was moved by Alderperson Austin, seconded by Alderperson Rahmlow to
approve the November 2007 general fund vouchers in the amount of
$345,859.68. Motion carried.

was moved by Alderperson Danielson, seconded by Alderperson Austin to
approve the October 2007 City Treasurer’s report. Motion carried.

It was moved by Alderperson Olson, seconded by Alderperson Danielson to approve the October 2007 revenues report. Motion carried.

It was moved by Alderperson Danielson, seconded by Alderperson Olson to approve the October 2007 expenditures report. Motion carried.

The
2006 Audit Report and Report on Internal Control was distributed. The
Alderpersons were advised to review the documents, especially the
internal control report, and refer questions to the Treasurer or for
further discussion at the January 2, 2008 meeting. The auditors will be
requested to attend that meeting.

Alderperson Danielson, on behalf of the Lunda Recreation Center Advisory Board, recommended the following rates for 2008:
Family $290
Family – Corporate $265
Single $215
Single – Corporate $200
Students & Seniors $175

was moved by Alderperson Olson, seconded by Alderperson Rahmlow to
approve the 2008 Lunda Recreation Center rates as above. Motion
carried.

The Common Council of the City of Black River Falls, Jackson County, Wisconsin do ordain as follows:
Section 1: Section 17.091(2) of the Code of Ordinances of the City of Black River Falls is repealed and recreated to read as follows:

Mayor Hunter appointed Alderperson Eddy as the City Representative on the Room Tax Commission.

approve Mayor Hunter’s appointment as above. Motion carried.

Deborah Marynak addressed the Council concerning the following:
1. Traffic speeding on Harrison Street between North 2nd and 4th Streets.
2. Garbage and recycling.
3. Snow plowing and snow removal.
The Committee chairperson will address the above concerns with the appropriate Department Heads.

was moved by Alderperson Mathews, seconded by Alderperson Rahmlow to
convene into closed session for the purpose of obtaining advice
concerning the strategy to be adopted with respect to current and/or
prospective litigation which is authorized under Section 19.85 (1) (g)
of the Wisconsin Statutes. Motion carried.
