The regular meeting of the Common Council was held at City Hall in the City of Black River Falls on April 15, 2008 at 7:30 P.M. Alderpersons Austin, Onstad, Johnson, Mathews, R. Eddy, Rahmlow, Olson and J. Eddy were present. Mayor Danielson presided.

Mayor Danielson reviewed the proposed financing for the Fair Park Improvement Project. He explained that Jackson County had just pledged $500,000 and that the City was being asked for up to $250,000. He recommended that $125,000 be borrowed with the other $125,000 coming from the City’s Economic Development Fund. The City’s Industrial Park Commission must make a recommendation on the Economic Development Fund portion.

Carl Holmquist, Kelly Rickart, Barb Brower and Dave Hoffman all spoke in favor of the project.

RESOLUTION 2008-4
A RESOLUTION TO BORROW UP TO $250,000 FOR FAIR PARK IMPROVEMENT PROJECT
WHEREAS, the Jackson County Fair Park Association has spent the last 5 years working with the various clubs and organizations within Jackson County to develop plans and designs to renovate the Jackson County Fair Park; and
WHEREAS, these plans include building a new ice arena, a new grandstand, a dairy, livestock, horse and small animal barn, paved parking lots and infrastructure at a cost of approximately $5,200,000 dollars; and
WHEREAS, the Fair Park Association has solicited contribution pledges of $4,275,000.00 from various businesses, clubs and organizations along with generous donations from area families; and
WHEREAS, the Fair Park Association is requesting the City of Black River Falls to contribute a maximum of $250,000.00 toward the project; and
WHEREAS, City of Black River Falls should recognize economic growth from the project along with our citizenry benefiting greatly from the improvements at the park as the new facility will create numerous opportunities for more events to be held at the park; and
WHEREAS, the Fair Park Association needs a commitment from the City and County to start development of the park this summer and will continue to solicit donations to lower the commitment made from each municipality.
NOW, THERFORE, BE IT RESOLVED, that the City of Black River Falls Common Council will commit a maximum of $250,000.00 for the renovations at the Jackson County Fair Park; and
BE IT FURTHER RESOLVED, that the Common Council authorizes the City Treasurer to borrow an amount not to exceed $250,000.00 for 10 years.
