I just got back from walking up and down Main street asking people if BRF has a community website.
Glad to see there is one, even if inactive.
Why don't you advertise it in all three newspapers to get it going? Elsewhere, people seem to use community online forums to refine their ideas before sending a letter to the editor, so it can be a real asset.
Registration and moderation are essential to avoid giving the town a blackeye.
