A special meeting of the Common Council was held at City Hall in the City of Black River Falls on November 18, 2009 at 6:00 P.M. Alderpersons Johnson, Mathews, R. Eddy, Rahmlow, Olson, J. Eddy, Onstad and Gearing-Lancaster were present. Mayor Danielson presided.
Mayor Danielson opened the Public Hearing on the proposed 2010 City budget as published.

Beth Hilliker, President of the Library Board and Muriel Gunderson, Librarian represented the Library Board to advise the Council of their responsibility to the Library. The City is requesting a $5000 contribution from the Library budget for administrative services. The City Clerk’s office performs their business functions including payroll, accounts payable, receipts, etc.

The City Department Heads presented their November reports.

Street Superintendent Todd Gomer advised that he has submitted another grant request for the North 3rd and Jefferson Streets project.

It was moved by Alderperson Olson, seconded by Alderperson Onstad to approve the Class B beer and liquor license application as submitted by Hickok Hospitality, LLC for 44 Main Street contingent on the establishment opening for business. Motion carried.

Resolution 2009-10, A RESOLUTION TO BORROW $56,789.00 ON BEHALF OF THE RURAL FIRE DEPARTMENT was distributed.

It was moved by Alderperson R. Eddy, seconded by Alderperson J. Eddy to adopt Resolution 2009-10. Motion carried.

It was moved by Alderperson Rahmlow, seconded by Alderperson Olson to set the 2010 city tax levy at $1,621,100. Motion carried.

It was moved by Alderperson Rahmlow, seconded by Alderperson R. Eddy to approve the October 2009 Vouchers in the amount of $1,021,044.17. Motion carried.
